Text: 1.1.6.2 -2- regards especially the co-operation between the Sub-Committee Plan No. 11 (Employment of crippled soldiers) and the Red Cross. This last is left at the discretion of the Gecretary of the Sub-Committee, Robinson Smith. (5) Resolution No. 3. Discussion was postponed until following meeting owing to absence of Mitchell, the proposer of the Resolution. Inview of the importance of this Resolution, and the length of time which it has taken to work out, it is likely that a vote will be taken on the Resolution in its final form at the next meeting. (6) New Members. Secretary proposed a new member - Mr. Barton B. Hill, America, c/o American Express Co., 6 Haymarket, S.W.L., Mechanical Engineer and Expert on Guns. Mr. Hill was accepted for membership. It was decided as regards new members that in future the procedure shall be as follows:- The name of any member proposed at a meeting shall be circulated to members, and if any objection is made to his election on the part of any member same is to be sent to the Secretary, or Executive Committee, previous to the date of the next meeting, otherwise he shall be declared a member at the succeeding meeting. Shaler proposed as Consulting Member Mr. H. Foster Bain, Box 994, American Post Office, Shanghai, China. (7) Plan No. 15. (Increasing Platinum Output) Proposer Purington, Sub-Committee Martin (secretary) Kuehn and Hooper. A preliminary report by the Sub-Committee was read, and passed favourably upon, and it was proposed at the next meeting to have a final proposal ready embodying the plan of campaign proposed. This plan. to be submitted to the State Departments of the American and Russian Governments as the Committee shall decide. Martin asked if any members present could add anything to the data already assembled, but nothing furthor was added, and it was decided by the Committee to leave, the matter in the hands ot the Sub-Committee for further elaboration. (8) Plan No. 1. Poland stated that no further news had been received from Colonel Boyle since last meeting. Poland also read memorandum on findings and preliminary report of the Stevens’ Railway Commission at Petrograd. Ho also intimated (although not related to Plan No. 1)that the Russian Department of Mines has made proposals to turn over a certain amount, of Russian Mining territory to American interests for exploration and operating. (9) Plan No. 14. Germanism Week by Week) Sub-Committee Smith and Mackenzie. A copy of the first letter sent through the Associated Press on July 4th, 1917, was submitted to the Secretary. This material will be circulated weekly through the Associated Press to the American public.
